I like Option 3, but have found having a "Design" or "In Analysis" sprint outside of the dev sprint helps keep things clean, but has everyone focused on the ticket from its creation to the eventual entry into a sprint. Everyone can follow the status and priority of it as it passes through phases that don't have to necessarily have a beginning and end like a dev sprint.
